What Are Title IV Funds?
Title IV of Every Student Succeeds Act (ESSA) is composed of two large block grant programs, as well as discretionary grant and assistance programs, designed to support the comprehensive needs of students in a variety of settings, strengthen family engagement, and bring schools into the 21st century. These include:
- Student Support and Academic Enrichment Grants (Title IV, Part A)
- Stronger Connections Grants (authorized Under Title IV, Part A by the Bipartisan Safer Communities Act)
- 21st Century Community Learning Center Grants (Title IV, Part B)
Student Support and Academic Enrichment (SSAE) Grants
What is it?
This program aims to improve students’ academic achievement by increasing the capacity of states, LEAs, schools, and local communities to:
- Provide all students with access to a well-rounded education;
- Improve school conditions for student learning; and
- Improve the use of technology in order to improve the academic achievement and digital literacy of all students.
How can funds be used?
SSAE funds may be used to achieve the following:
- A well-rounded education, including programming to improve instruction and student engagement in science, technology, engineering and mathematics (STEM), and increasing access to these subjects for underrepresented groups
- Safe and healthy schools through bullying, suicide, and violence prevention programs and trauma-informed classroom management
- Effective use of technology by building technological capacity and infrastructure, assessing student engagement, and assessing technology use
Eligible Lightspeed solutions:
Lightspeed Classroom Management and Lightspeed Alert can be purchased as part of bullying, suicide, and violence prevention programs:
- Providing 24/7/365 monitoring to detect and prevent dangerous behaviors and activities—cyberbullying, abuse, self-harm, and warning signs of violence
- Giving teachers real-time visibility into student activity on school devices, enabling early identification of concerning online behaviors
Lightspeed Digital Insight can be purchased to assess student engagement and technology use.
Stronger Connections Grants (SCG)
What is it?
This program supports SEAs, LEAs, and schools in establishing safe, healthy, and supportive learning opportunities and environments.
How can funds be used?
SCG funds may be used for emergency training, security measures, and other school-wide policies, including activities to prevent and respond to acts of bullying, violence, and hate.

- Providing 24/7/365 monitoring to detect and prevent dangerous behaviors and activities—cyberbullying, abuse, self-harm, and warning signs of violence
- Giving teachers real-time visibility into student activity on school devices, enabling early identification of concerning online behaviors
21st Century Community Learning Center (21st CCLC) Grants
What is it?
This program funds academic enrichment opportunities for children attending low-performing school during non-school hours, including:
- Intentional academic support in core subjects, such as reading and mathematics;
- Quality enrichment experiences that complement regular academic programs;
- Family engagement opportunities
How can funds be used?
21st CCLC funds may be used towards activities and services focused on academic enrichment that reinforces and complements the regular academic programs of participating students, as well resources required for periodically evaluating program effectiveness.
Eligible Lightspeed solutions:
Lightspeed Classroom, Lightspeed Filter, Lightspeed Mobile Device Management, and Lightspeed Classroom Management can be purchased to restrict program-funded devices to only pre-approved learning resources, reducing distractions to academic achievement.
Lightspeed Digital Insight can be purchased to monitor effective use of the technologies to evaluate program ROI.
